Enrolling and Providing students using On Line Learning Options-what does it really mean?

Who can be an enrolling entity for On Line Learning?

Any district in the state of Minnesota can be the enrolling district.

Who can be a providing entity for On Line Learning?

Only those programs certified as approved On Line Providers by MDE. Please refer to the MDE Web site.

Can a school be both a providing and enrolling entity at the same time?

Yes, some students transfer from their former school to the school offering online courses and receive a diploma from the online school. Other students may only take a few courses from the online school or program and stay enrolled at their local district.

Can the enrolling entity refuse to allow a student to do this providing/enrolling procedure?

No. The student has the right to do providing/enrolling if they notify the school and provide 30-days notice. If the enrolling district does not think the providing district is credible they can appeal the process to MDE for a fee of $50.

Can the enrolling entity decide they don’t want to accept the credits from the providing entity? Or can the enrolling entity only accept the credits as electives and not required courses?

No. The legislation clearly states that the courses will be accepted as stated by the providing entity.

What are the responsibilities of the enrolling district?

  • They must keep transcripts and records for the student, including adding an OLL courses to the transcript as needed.
  • They must provide special ed services if needed.
  • They must provide all testing if needed
  • They must allow the student to participate in extra curricular activities or other activities in the same fashion as any other student who is enrolled in the school.
  • A diploma must be granted from the enrolling district.
  • Truancy is filing is necessary will come from the enrolling district.

What are the responsibilities of the providing district?

  • To inform the enrolling district of the student’s intent to take OLL course work
  • To provide the curriculum and needed instruction to the student.
  • To provide the report cards and other records as needed to the enrolling district.

What does the funding look like for this providing/enrolling status?

The enrolling district will keep 12% and the providing district will take 88% of the ADM if they student takes all course work with the providing entity. If the student for example takes half of their coursework with the enrolling entity and half with the providing entity the enrolling entity will take 12% + 44% and the providing entity will take 44%. The enrolling district must keep the student on their MARRS report and the providing district must submit an additional OLL Excel sheet for funding purposes.
